Programs of the Foundation for Assistance were presented to Kazan entrepreneurs

In Kazan, meetings continue with representatives of small and medium-sized businesses, organized by the Committee for Economic Development. Regular round tables were held with residents of Technopolis “Himgrad”.

More than 50 entrepreneurs took part in the meetings, carrying out activities in various sectors and spheres. Chairman of the Committee for Economic Development Arthur Valiakhmetov, director of the Non-profit micro-credit company “Foundation for the Support of Entrepreneurship of the Republic of Tatarstan” Andrey Afonin, head of the small business finance department of JSC "Tatsotsbank" Oksana Katkova, head of the Department for the Development of Innovative Programs of Technopark “Idea” Farida Gainullina and others spoke before the businessmen. Arthur Valiakhmetov told entrepreneurs in detail about the measures of support of small and medium-sized businesses that exist at the municipal level.

So in 2017, businessmen receive financial, property, information, consulting and educational support. As a financial support, the program of concessional lending has been implemented for 10 years already. The operator of the program this year is JSC “Tatsotsbank”, which offered the lowest possible interest rate of 9.5%.

Entrepreneurs working in priority areas can take a loan for up to 10 million rubles for up to 3 years at 9.5% per annum. The Executive Committee of Kazan will subsidize 5% of the rate for the first two years. If a businessman conducts his business in a particularly priority direction, he can receive a loan of up to 10 million rubles for a period of up to 5 years. In this case, the subsidy is 7.5% per annum from the rate for the first three years, and so the loans will cost entrepreneurs 4.5% and 2%.

Farida Gainullina told about the programs of the Foundation for Assistance of Innovation. She recalled that the Foundation provides financial support to young innovators and small businesses that are engaged in high-tech development with the potential of commercialization. To date, there are programs that support developers from the “Idea” stage to upgrade equipment in already operating innovative companies. For example, a program “UMNIK” is aimed at supporting talented young people, focused on innovation. “UMNIK” is designed for young scientists aged 18 to 30, the best of which receive funding of 500 thousand rubles for two years.

The “Development” program allows existing companies to reach a new level by developing a new product or technology. Support is provided to projects in priority areas of science and technology: information technology, energy saving, medical technology and pharmaceuticals.

Andrey Afonin told the residents about the republic’s programs for supporting small and medium-sized businesses. In particular, he reported on the program of the Guarantee Fund of the Republic of Tatarstan, which may be useful to some participants of the municipal program of concessional lending. If the collateral is insufficient, the entrepreneur can apply to the above-mentioned fund to obtain a guarantee. Round tables were held in a dialogue format, entrepreneurs could ask the question they were interested in. The resident of Technopolis “Himgrad”, the director of the LLC “Polymer Sand Products Plant” Andrey Tarasov inquired about the reasons for refusing to issue a loan under the program last year. Arthur Valiakhmetov explained that in accordance with the current rules the bank reserves the right to not disclose the reasons for the refusal, but at the same time he promised to consider the application in detail and individually report the reasons in the near future.

The majority of businessmen were interested in the list of documents necessary for obtaining a loan under the program, the possibility of on-lending, as well as the issue of collateral.

Specially for answering such questions, a representative of the bank operator of the program, Oksana Katkova, was invited to the meeting, who explained to entrepreneurs that there is no possibility of on-lending under this program. As collateral security can be considered: commercial real estate, land, vehicles no older than 5 years, equipment, it is possible to pledge property of third parties, with a loan of up to 1 million rubles can be provided no collateral.
